As investors look to allocate their global, geographically-diversified portfolios, it is important to understand the role that national and local governments may play in economic dynamics.  Even in countries with capital markets that are largely based on the principles of free market capitalism, governmental entities often intervene to influence market mechanisms with monetary and fiscal policy. 

As this WSJ article notes, the European Central Bank has significantly increased its bond-buying program for both corporate and government debt. This action aims to provide the eurozone with leverage support that may not otherwise be provided by capital markets.
